Power policy

Turkmenistan has very little policy around renewable energy. The country is primarily fueled by natural gas and has very large natural gas reserves, making renewables unappealing. Its 2014 national strategy on climate change has an intention to increase renewables, but there has not been any concrete follow-up policy to date. The country aims to increase generation capacity by building 14 new gas turbine power stations.

Power prices and costs

Until 2019, all citizens received free access to a set amount of electricity. Since that ended, many citizens now are unable to pay their utility bills, so the government is also refusing them access to subsidized food, which is necessary due to high food costs in response to Covid-19.

Turkmenistan implemented building codes that provide for minimal energy savings for heating within residential buildings.

Working with the United Nations Development Programme, Turkmenistan implemented the Improving Energy Efficiency in the Housing Sector of Turkmenistan policy in 2011, but documentation is not readily available. It appears the goal of the policy is to increase energy efficiency through thermal insulation and building standards.
