Doing business and barriers

Congo’s national electrification rate is 48% and peak power sits at 550MW. The country is aiming for 95% access in urban areas and 60% access in rural areas as part of its sustainable development goals by 2030.

Independent power producers can sell to customers and are taxed at 1% of annual turnover, but the rules on interconnection are not clear. Offtaker risk is extremely high in Congo because the public national utility has been in a dire financial situation. The utility was not able to meet its payments, so was privatized in 2018. Congo’s grid is in need of maintenance, but there are no plans in place due to lack of resources.
